Under Sec. 14-60, a permitted Mobile Food Vendor cannot sell from a fixed spot on any public street outside the Downtown Business District (defined in Sec. 5-149) unless the City Manager or a designee authorizes it, which requires a $1 million liability policy naming the City as additional insured. Vending is also barred in congested areas that impede traffic, in bike lanes, in city parks without written approval from the Parks and Recreation Director, and within 25 feet of a single-family residential lot. Within the Downtown Business District, trucks operating on a public street need written City Manager permission and generally cannot run between 7:00 a.m. and 5:00 p.m. Monday through Friday absent a written exception.
