Waterloo City Code section 3-4F-8(A) limits public-property mobile food operation to hard-surfaced areas, and section 3-4F-8(B) bars operating in a parking lot directly adjacent to an operating concession stand. Section 3-4F-8(C) allows use of metered parking stalls, limited to obstructing two parking meters and requiring paid meter hoods from city parking services. Section 3-4F-8(G) requires requests to operate on a city park, golf course, the Riverloop Amphitheater, Mark's Park, Expo Plaza, the Center for the Arts or the Waterloo Boat House to be approved by the appropriate department director, and section 3-4F-8(H) lets the city deny such requests for unsuitable ground conditions, scheduled event conflicts, or competition with city or golf course food sales.

On private property, section 3-4F-9(A) requires a mobile food business license before operating at all, and section 3-4F-9(C) requires compliance with Ordinance No. 5079, the City of Waterloo Zoning Ordinance. Section 3-4F-10(B) bars any mobile food business from operating within two city blocks of the perimeter of a scheduled special event during that event's hours unless it is part of the event itself.
