Waterloo, IA Parking Rules: Curb Color Rules (2026)

Waterloo Traffic Code § 307, "Marking Parking Areas," reserves the power to mark curbs, streets, and sidewalks for parking control to the City itself. The section states plainly that no one "except duly authorized employees of the City" may paint or mark a street, curbing, or sidewalk, or any part of it, with paint or a similar substance in the same color, or a similar color, to whatever color the City of Waterloo uses to designate no-parking areas, parking limits, or traffic lanes. That means a homeowner who paints a curb red to keep visitors from parking in front of the house, or a business that paints lines to informally reserve a loading spot, is doing exactly what this section forbids if the color matches or resembles the City's own designation scheme.

The rule works together with Section 306, "Parking Signs Required," which says a parking restriction is not enforceable against a driver unless the City has actually posted a sign; together the two sections keep control over which curbs are marked, and how, entirely in the City's hands, so drivers can rely on official markings without private curb-painting creating confusing or misleading no-parking zones. Because Section 307 does not set its own fine, a violation falls back on the Traffic Code's general penalty in Section 4: a fine of not less than $65.00 nor more than $625.00, or up to 30 days in jail in lieu of or in addition to the fine.
