Waterloo, IA Parking Rules: Snow Removal Parking Rules (2026)

Waterloo Traffic Code § 310, "Prohibited Parking During Snow Removal," gives the Mayor, the Director of Public Works, or the Director's designee authority to declare a snow removal parking ban whenever falling snow, sleet, freezing rain, or a forecast of accumulation creates or is likely to create hazardous conditions that would impede fire, police, health, or other emergency vehicles. Once declared, the ban covers every street the City Council has designated by resolution as a Priority One Snow Removal Route, and each of those streets must be marked with a sign reading "No Parking During Snow Removal." While the ban is active, no one may park, abandon, or leave a vehicle unattended on the route, and drivers may not impede or block traffic on it either.

The prohibition doesn't take effect until two hours after Snow Removal operations are declared, and it stays in force through the whole storm until the City announces, over local radio, television, and newspaper, that Snow Removal on Priority One streets has ended; the ban then lifts immediately. Enforcement runs through the Waterloo Police Department, the Director of Public Works, the Superintendent of Streets, and Street Department Foremen, any of whom can issue tickets or have a blocking or violating vehicle towed, with the owner responsible for towing and storage costs. Resolution No. 2004-746 lists the specific Priority One streets, including Airline Highway and Airport Boulevard, by name.
