Section 130-1B generally bars using any public street or highway for retail sale or display of merchandise, limiting that use to parades, festivals, block parties and similar special public events. Paragraph (4) carves out food trucks: a truck defined under § 177-2 may stop to serve patrons, but only long enough to do so and never more than 10 minutes at one location on any calendar day, town-wide. On streets located entirely within a General Industrial District zone, that time limit lifts and food trucks may instead operate between 7:00 a.m. and 10:00 p.m. any calendar day, subject to further restrictions added 3-28-2017: trucks must park in compliance with the traffic chapter (Ch.

168), stay at least 20 feet from an intersection, and park only on streets categorized "Local" on the Connecticut DOT Functional Classification Map for the Town dated December 31, 2015. No more than two food trucks may park adjacent to one another, and no more than two may be within 500 feet of another such vehicle or vehicles. No food truck may be within 500 feet of a restaurant. The same paragraph separately bars temporary signs or banners on the trucks, tables or chairs set up outside them, and loudspeakers projecting voice or music, and limits any license to the specific areas shown on the applicant's map.
