Arcadia, CA Garage & Yard Sales: Frequency, Duration & Permits (2026)

Section 9104.02.360 of the Development Code governs yard sales in residential zoning districts in the City of Arcadia, California. Before any sale starts, the seller needs a Yard Sale Permit issued in compliance with Municipal Code Section 6437. Only the owner or the legally appointed estate manager for the owner of the residential property, or a tenant or occupant with permission from the owner, can be issued the permit. Owner includes managers of condominiums, boards of homeowners associations, and cooperatives. The approved permit must be posted clearly on site.

The Permit Duration subsection sets the numbers. No yard sale operates longer than nine hours in one day. None opens earlier than 8 a.m. or runs later than 6 p.m. None occurs for more than two consecutive nine-hour days, and none occurs more than three times in one calendar year. Block yard sales cover more than one residential property but no more than 10 residential properties with different property owners within a block or multiple adjacent blocks. They need a Temporary Use Permit and can occur no more than once in one calendar year. A property that has reached its own yard sale maximum cannot take part in a block sale.

The older permit section, Municipal Code Section 6437.2(a), says one permit authorizes no more than two sales per calendar year at a given location, and one sale lasts no more than two consecutive days. The application, listing the dates, time, place and a general description of the items, is filed at the office of the City Business License Officer, and a written permit must be issued before the sale. The two sections print different annual totals, two sales per permit against three sales per calendar year in the Development Code. Every yard sale also needs a vendor on site to collect money and watch over the merchandise during the permitted duration, and the City keeps records of yard sale applications for each property.
