Glendale, AZ Garage & Yard Sales: Frequency, Duration & Permits (2026)

Section 35.3.303 of the Glendale Code of Ordinances, titled Exempt Temporary Uses, lists garage and yard sales as one of the temporary uses that does not need the Temporary Use Permit otherwise required under Section 35.6.213 for short-term activities in the city. Subsection (A) sets the limit directly: sales "are permitted for no more than three (3) events of forty-eight (48) hours or less within a twelve (12) month period at the same residence or street address." That means a household gets three separate sale weekends a year at most, each capped at two days, and the clock runs on a rolling 12-month basis tied to the address rather than the calendar year.

A sale that runs longer than 48 hours, or a fourth sale at the same address within 12 months, falls outside the Section 35.3.303(A) exemption and needs a Temporary Use Permit under Section 35.6.213 before it can proceed, subjecting the event to that permit's standard review and any conditions the Development Services Director attaches. The same Article 3 chapter separately exempts city-sponsored events, nonprofit fundraising car washes in non-residential districts, and retail promotional activities like book signings from the permit requirement, but each of those exemptions is a distinct category from the residential garage sale allowance and does not extend its three-event cap.
