Hutto Code of Ordinances § 8.05.004 bars any occupant from conducting a garage sale "if such a sale has been conducted upon the same property or premises within the period of six (6) months immediately preceding the date of the commencement of the proposed sale," and only the occupant of the residence, defined in § 8.05.001 as the owner-occupant, a resident tenant, or a dependent family member, may run it. Section 8.05.006 limits every sale to three consecutive calendar days, and § 8.05.007 confines operating hours to 7:00 a.m. through 7:00 p.m.

Section 8.05.005 further restricts merchandise to "used and discarded items of personal property," so new retail goods cannot be sold under the garage-sale exemption. Separately, § 8.05.009 caps city-wide, multi-neighborhood garage sale events at two per calendar year unless the city council grants special permission. Section 8.05.008 requires the sale, including any street parking it generates, to be run so it does not create a disturbance or nuisance in the neighborhood. Enforcement runs through Development Services and the Hutto Police Department, and there is no separate permit fee described in this article; the rules are self-executing conditions on the once-per-six-months exemption from the city's home-based sales restrictions.
