Hutto Code of Ordinances § 22.04.009(a) makes it unlawful for any owner to park, stand, or store a vehicle, ATV, recreational vehicle, motor home, boat, boat trailer, farm equipment, motorcycle, trailer, heavy truck, or truck-tractor on an unimproved surface in a residential district's front or side yard, closing off the common workaround of parking on grass or dirt beside the driveway. Subsection (b) sets the only lawful alternative: an improved surface built of concrete, asphalt, or another material the city approves before installation, capped at 40% of the yard's square footage or 400 square feet, whichever limit governs the lot.

The improved-surface calculation includes the paved path leading directly to the garage or carport, so an oversized approach apron counts against the cap along with any side pad. The rule sits within Article 22.04's parking chapter alongside the street-parking limits in §§ 22.04.004 through 22.04.008, and Development Services and the Hutto Police Department both play a role: code enforcement typically cites yard-surface violations found on routine inspection or complaint, while police handle street-side companion violations. A violation is a misdemeanor under § 22.04.003, fined per the general penalty in § 1.01.009, capped at $500.00 absent a more specific amount, and each day the unapproved surface or vehicle remains in place is treated as a new offense, giving homeowners an incentive to correct the surface promptly rather than pay repeated fines.
