Chapter 478, Article II governs garage, lawn, attic and rummage sales. Under Section 478-23, holding a sale without first filing with the License Clerk and obtaining a garage sales license is unlawful; the fee is $25, waived only for charitable, educational or governmental organizations qualifying under Section 478-30E. Section 478-24 then caps frequency: any one location gets a license no more than twice in a twelve-month period, and each license covers no more than two consecutive calendar days, so back-to-back weekend sales at the same address are not permitted.
