030(A) ties permits to the street address rather than the person: 'Permits shall be issued according to street address... For single-family dwellings, no more than two (2) permits shall be issued to any one (1) street address in any one (1) calendar year for any type of garage sale. 080 allows an estate-sale representative to apply from the deceased's or their own residence. 030(B) lets the applicant request a no-cost replacement permit within one week of the original start date, and that makeup permit doesn't count against the annual limit.
