Norman, OK Garage & Yard Sales: Frequency, Duration & Permits (2026)

NCC section 20-1101 requires a permit for a garage, patio, porch, or yard sale in the City's residential zoning districts: A-1, A-2, RE, R-1, R-1-A, R-2, R-3, RM-2, RM-4, and RM-6. It exempts court-ordered sales, public officials acting in their duties, licensed auctioneers, and participants in the City's annual citywide garage sale. Section 20-1102 then sets the operating limits: the permit application must state the sale location, the holder's name, the sale dates, and a signed statement that the goods were not purchased for resale.

Each permit is valid for a maximum of three consecutive days, cannot be issued more than twice to the same applicant during a calendar year, and cannot be issued for a location that has already hosted two sales that calendar year. That means a resident who already used both annual permits cannot get a third even at a different address, and a house that already hosted two sales that year cannot host a third even under a different resident's name. The fee is assessed per sale under the City's fee schedule referenced at NCC section 20-109 and Appendix A.
