Article 8-3 of the Town Code defines a yard sale as the resale by a resident of miscellaneous merchandise, meaning items not originally bought for resale, occurring without regularity. Section 8-3-2 turns that irregularity requirement into a hard number: a yard sale can only be conducted by the owner or resident of the specific address, is limited to no more than four times per calendar year per address, and cannot run longer than forty-eight hours for each of those four permitted sales. Sales must be conducted during daylight hours only, and all merchandise, tables and display stands must be removed from view once each 48-hour window ends, so a yard sale cannot spill into a fifth day or sit out overnight between sessions.

Section 8-3-2 also gives the Town Manager discretion to shut down a sale at any time if, in the Manager's judgment, it has become detrimental to the health, safety or welfare of neighbors or the community, independent of whether the four-times or 48-hour limits have been exceeded. Section 8-3-3 layers a licensing requirement on top: it is unlawful to conduct a yard sale without first obtaining a license, issued for one dollar per 48-hour sale period, so a resident running all four permitted sales in a year pays four separate one-dollar licenses.
