040, maintains both a countywide Historic Inventory and the more protective Cowlitz County Register of Historic Places. 050(A), a building, structure, site, or object can be designated to the register if it is significantly associated with the community's history, architecture, archaeology, engineering, or cultural heritage; has integrity; is at least 50 years old, or is younger but exceptionally important; and meets at least one of eleven listed categories, from association with significant historical events to being the work of a notable designer or builder. Any person may nominate a property under subsection (B)(1), but the Commission cannot list it without the owner's written consent, and the nomination goes through a noticed public meeting that includes publication in a newspaper of general circulation.

Once listed, the property is recorded on county zoning and Comprehensive Plan records with an 'HR' designation and recorded with the County Auditor at the owner's expense. 060(A) requires a certificate of appropriateness from the Commission before anyone changes the use, builds, alters, remodels, or demolishes a register property, with exemptions only for work that needs no building permit, ordinary repair and maintenance, utility repairs, or emergency measures. Demolition instead requires a waiver of that certificate, following up to 45 days of negotiation over alternatives to demolition.

A Commission decision on a certificate or waiver can be appealed to the Cowlitz County Hearing Examiner within 10 days and, from there, to Superior Court. 070 once Cowlitz County becomes a certified local government.
