05. The commission first compiles a citywide architectural heritage survey and Landmarks Heritage Survey List of structures, objects, and areas with special historical, cultural, architectural, or aesthetic interest, then evaluates candidates against five designation criteria: architectural merit (the first, last, only, or most significant example of its type, or the prototype or best surviving work of a notable architect or builder), cultural value tied to the city's religious, cultural, governmental, social, or economic development, educational value, historical value expressing the history of Vallejo, Solano County, California, or the United States, and listing on the National Register of Historic Places or as a registered state landmark.
Qualifying properties are classified into four tiers: City Landmark for structures eligible for or listed on the National Register, Historic Structure for outstanding interest or value, Structure of Merit for significant interest or value, and Contributing Structure for special interest or value. The commission must hold a public hearing with mailed notice to owners within two hundred feet at least twenty-one days out, and must act on a designation application within one hundred eighty days of receiving it. Once designated, a copy of the designation is recorded with the county recorder and filed with the planning and building divisions.

Any construction, demolition, alteration, relocation, or addition affecting a designated 'H' Historic District property or an 'L' Landmark generally requires a certificate of appropriateness under Section 16.614.09 before work begins, and owners must keep landmark structures in good repair under Section 16.614.10, facing a director-issued notice to comply if the property falls into disrepair. Failing to comply with a notice to comply is declared unlawful, and the city can secure a vandalized or neglected historic property and place a lien on it to recover the cost, in addition to abatement under Chapter 16.615.
