Under Utah Code 57-8a, enforcement actions must follow procedures in the governing documents and provide due process. Fines must be reasonable, preceded by notice, and subject to a hearing. Associations cannot selectively enforce rules against some owners but not others, and courts may invalidate waived covenants. Flags (Utah Code 57-8a-218.5) and xeriscaping (57-8a-231) are protected from unreasonable restrictions.
