030(C)(9) states the traffic rule directly: no vehicular or pedestrian traffic shall be generated by the home occupation, with the exception of one-on-one tutoring or musical instrument training (non-amplified, no percussion) for children 18 years of age or younger. The section's stated purpose, in subsection A, is to prevent detrimental effects of occupational activities in residential areas by setting forth reasonable and necessary limitations on such activities, and subsection B bars any home occupation that would need to exceed those limitations to operate. The traffic rule is one of eleven numbered limitations in subsection C: home occupations are also confined to one room of the dwelling, with garages and accessory buildings excluded; may not involve any exterior or interior remodeling; may not store materials or equipment indoors or outdoors; may only use household-type equipment; may only employ people who live in the dwelling; and may not use a commercial vehicle to transport materials or products.

Read together, these limitations mean a Buena Park home occupation cannot function as a walk-in or drive-up business of any kind: no clients, customers, deliveries, or classes may come to the property, apart from the narrow tutoring and music-lesson exception.
