Buena Park's Title 19 zoning code allows home occupations in residential dwellings only when the use is secondary to residential use and shows no external evidence of business. No remodeling, no outdoor storage, employees limited to resident family, and no business-generated vehicular or pedestrian traffic. Businesses must also obtain a City business license.
Home occupations are governed by Buena Park's Title 19 Zoning Ordinance (the Development Code, Titles 14-20), specifically the special requirements for certain uses in the zoning chapters. A home occupation must remain clearly incidental and subordinate to the residential use of the dwelling. Per the code conditions, there shall be no interior or exterior remodeling or change in the appearance of a dwelling to accommodate a home occupation; no indoor or outdoor storage of materials or equipment pertaining to the home occupation (materials and equipment must be only of a type normally used for household activities or hobbies); employment must be limited to members of the resident family; there shall be no transportation by commercial vehicle of materials or items used in or produced by the home occupation; and no vehicular or pedestrian traffic shall be generated by the home occupation. A home occupation shall not present any external evidence of nonresidential activity - such as appearance, noise, vibration, odor, lighting, or signs - and shall not place added burden or demand on utility services or community facilities. Separately, anyone conducting business in the City must obtain a City business license; home occupations add a one-time $35.00 home occupation fee on top of the business license. Applications are processed in person at City Hall, and many require Community Development Department approval before issuance. These standards are the City of Buena Park's own, not Orange County's.
Operating a home business that alters the dwelling, stores materials outdoors, employs non-residents, generates traffic, or creates noise/odor/visible evidence; or operating without a City business license and home occupation permit.
