Highland, CA Home Business: Customer Traffic Restrictions (2026)

Highland Municipal Code § 16.44.140 handles customer and vehicle traffic differently for the two kinds of home businesses it regulates in the City of Highland.

For an ordinary home occupation under subsection A, the traffic rule is a comparison to the neighborhood: the use shall not generate pedestrian or vehicular traffic above that which is typical of a residential neighborhood. Two related conditions sit beside it. There can be no direct sale of goods associated with the home occupation on the premises, which removes the retail customer stream altogether. The business also cannot use commercial vehicles for the transport of materials to or from the premises beyond those commercial vehicles typically associated with residential uses. Together they keep client visits to what a household would see anyway.

Cottage food operations under subsection B are the exception, because state law lets them sell directly to the public, so the code writes explicit customer rules. Sales from the private residence are allowed only if all four conditions hold: no outdoor sales on the premises; customer vehicles cannot impede vehicular or pedestrian traffic, block a driveway or sidewalk, or sit idling at any time; no on-site dining or loitering; and on-site sales are limited to Monday through Sunday between 8:00 a.m. and 8:00 p.m.

Deliveries and loading have their own window. They are limited to Monday through Friday between 7:00 a.m. and 8:00 p.m., with none on Saturday or Sunday. Delivery and loading vehicles cannot impede traffic, block a driveway or sidewalk, block areas designated for emergency apparatus, sit idling, or occupy or block access to the residence's required parking. An operation selling indirectly to third-party retailers cannot use third-party delivery services to deliver food products to the retailer.

A cottage food operation also needs all required permits and approvals from the San Bernardino County department of public health and the city before it operates.
