Sec. 42-275 of the Code of General Ordinances sets the conditions every home occupation must meet to operate legally inside a Janesville dwelling, and traffic control is one of six baseline conditions rather than an afterthought. Subsection (a)(5) states that the occupants transact no business on the premises which would generate additional traffic or parking problems for the neighborhood. That condition works alongside subsection (a)(6), which limits on-site labor to members of the immediate family residing in the dwelling unit, so a home business cannot bring in employees who add their own vehicles to the block, and it works alongside the noise and interference ban in subsection (a)(4).

Because the traffic rule is a flat prohibition rather than a numeric trip cap, the Building Division Director and Planning Director apply it case by case when a complaint or permit application shows client visits, deliveries or parked vehicles tied to the business. Sec. 42-275(c) requires every home occupation, regardless of type, to first obtain a home occupation permit from the Building Division and to keep verifying compliance with the section's conditions for as long as the business operates; the permit is not a one-time filing a homeowner can outgrow.

If a proposed use is not on the code's permitted or prohibited lists, Sec. 42-275(b) sends it to the Planning Director for a written interpretation on whether it is consistent with these purposes, with appeal rights to the Zoning Board of Appeals.
