Pacifica, CA Home Business: Customer Traffic Restrictions (2026)

Section 9-4.3101 lists the criteria every home occupation in the City of Pacifica has to meet to keep its permit, and subsection (a) is the traffic rule: the occupation shall not unreasonably generate pedestrian or vehicular traffic beyond that normal to the zone in which it is located, and no more than three people a day, counting both customers and sales visitors, may come to and from the dwelling for the business. The only built-in flexibility is for music teachers and similar instructors, who can get approval from the Planning Administrator for additional commercial clientele if the City imposes conditions limiting the hours of activity, and only after adjacent owners and residents are notified before approval.

The traffic cap is paired with a parking rule in the same article: commercial vehicles used for the home occupation must park on site, cannot be stored on the street, and are capped at two vehicles per site, with nothing over three-quarters of a ton in carrying capacity allowed for deliveries. A home occupation permit issued under Section 9-4.3102 by the Zoning Administrator can be suspended or revoked under Section 9-4.3106 if the operator exceeds these limits, following a hearing for which the City must give the permittee at least ten days' written notice stating the grounds. Because the permit is required in the first place, operating a home business that draws more than the three-person daily traffic cap without approval is both a permit violation and a code violation.
