Putnam County, FL Home Business: Customer Traffic Restrictions (2026)

Putnam County Code § 45-110(7)(b)(1)(ii) makes it a by-right condition that parking generated by a home-based business may not be greater in volume than would normally be expected at a similar residence where no business is conducted, tying the traffic test to what the neighborhood would already see rather than a fixed trip count. Subsection (c)(1)(iii) repeats and sharpens that standard as a condition attached to every home occupation, including those approved by special use permit: no traffic may be generated in greater volumes than would normally be expected in a residential neighborhood, and any parking the business needs must be met off the street, in the front or side yard of the residence, set back in accord with the required front or side yard setbacks rather than spilling onto the road or shoulder.

Because the criteria in subsection (b) define what qualifies by right, a home occupation whose customer or delivery traffic clearly exceeds normal residential levels falls outside the by-right allowance and needs a special use permit reviewed against the same traffic and parking standard, with the zoning board of adjustment able to add conditions on parking or hours of operation under subsection (c)(2).
