Springfield, OR Home Business: Customer Traffic Restrictions (2026)

Springfield Development Code section 4.7.365(C) sets the operating standards a home business must maintain at all times, and two of them target customer traffic specifically. Subsection (C)(5) states the home business must not create hazardous traffic conditions or utilize on-street parking of nearby properties, putting the burden on the operator to keep client visits from spilling into a neighbor's curb space or creating an unsafe driving situation on a residential street. Subsection (C)(11) then sets the actual visiting window: customers are not allowed to physically access a home business beyond the hours of 7 a.m. to 6 p.m., except as separately regulated by SDC 3.3.935.

Read together with subsection (C)(9), which limits the business to one vehicle used in its operation, and subsection (C)(10), which bars using the residence as a dispatch point for employees or subcontractors sent elsewhere, the traffic-related standards are designed to keep a home business from generating the vehicle trips and curbside congestion of a commercial storefront inside a residential neighborhood. Subsection (C)(12) requires the applicant to sign an agreement with the City acknowledging the standards in (C)(1) through (11), so the customer-hours limit and traffic condition are conditions the operator affirmatively accepts, not just background rules; noncompliance is measured against that signed acknowledgment during any code enforcement follow-up.
