Fountain Valley, CA Home Business: Signage Rules (2026)

Fountain Valley Municipal Code § 21.42.060(7) states that signs shall not be displayed in connection with the home occupation, and that there shall be no advertising using the home address, with the exception of advertising in the telephone directory. That is a flat ban rather than a size limit: no window sign, yard sign, door plaque or vehicle-mounted sign tied to the business is allowed at the residence, and the address cannot appear in flyers, ads or listings other than a phone directory entry.

Item (10) of the same section backs the sign ban with an appearance rule. The dwelling or any accessory structure cannot be altered so that it may be reasonably recognized as serving a nonresidential use, whether by color, construction, materials, lighting, noise, signs, sounds or vibrations. A lit display or a repainted garage front would breach that standard even without lettering.

The director must find every standard in § 21.42.060 satisfied before a home occupation permit is approved, and § 21.42.070 requires findings that the business is compatible with the surrounding neighborhood and does not alter the residential character of the property. Conditions under § 21.42.080 can add further sign restrictions, since "signs" is one of the listed examples. Under § 21.42.090 the director can inspect the premises at any reasonable time, upon request.

Cottage food operations, governed by § 21.42.065, also cannot display signs in connection with the home occupation at the residence, and the section points to the city's sign chapters, Chapter 21.24 (Signs on Private Property) and Chapter 21.25 (Signs on Public Property), for anything else. Home-based owners in the City of Fountain Valley who want visible signage need a commercial location instead.
