A home-business sign in unincorporated St. Joseph County must meet the county Zoning Ordinance's sign standards for the parcel's residential district. The Advisory Planning Law expressly lets the zoning ordinance regulate signs, so size and placement are capped, not left to the operator.
IC 36-7-4-601 authorizes the St. Joseph County zoning ordinance to set requirements for signs and nonstructural improvements, and the Area Plan Commission applies those standards to home occupations. In residential districts a home business is limited to a small nameplate-scale sign, with commercial-scale, illuminated, or off-premises signs prohibited. A sign placed within a county or state road right-of-way is separately controlled by the county Highway Department or INDOT. Inside South Bend and Mishawaka the municipal sign regulations of the same commission apply, and recorded subdivision covenants around Granger and Notre Dame frequently bar business signage on top of the zoning limit.
Code enforcement can order removal of a sign that exceeds the district's standards, and a sign in a road right-of-way is removed by the county Highway Department or INDOT. Covenant breaches are enforced privately by an HOA.
