Tigard, OR Home Business: Signage Rules (2026)

Chapter 18.760 of the Tigard Municipal Code sets the sign rule for a home business in the City of Tigard, Oregon, through the two approval tiers in § 18.760.060. A Type I home occupation is the quiet tier: exterior signs that identify the property as a business location are prohibited, along with outside volunteers or employees, client visits and exterior storage of materials. A Type II home occupation is allowed one non-illuminated sign not exceeding 1.5 square feet. The sign can be attached to the residence or an accessory structure, or be placed in a window. Because the sign is non-illuminated, a lit or neon sign does not fit the standard.

The tier is chosen through the approval process in § 18.760.030. A Type I home occupation application is processed through a Type I procedure under Section 18.710.050, and a Type II home occupation application is processed through a Type II procedure under Section 18.710.060. The approval authority approves, or approves with conditions, when the general provisions in § 18.760.050 and the standards in § 18.760.060 are met.

For a Type II permit, § 18.760.070 lets the approval authority add conditions, including limiting or setting standards for the location and intensity of outdoor lighting and further limiting the hours, days, place and manner of operation. The permit is valid only for the property on the application. Under § 18.760.080 the Director can revoke a home occupation approval when conditions are not met and the use is otherwise being conducted contrary to the chapter, and a revoked permittee must wait a minimum of one year before another application for the lot will be considered.
