Tigard, OR Home Business: Customer Traffic Restrictions (2026)

Chapter 18.760 of the Tigard Municipal Code splits home occupations into two tiers, and the tier decides how much traffic a residence in the City of Tigard, Oregon can take. Under § 18.760.060.A, a Type I home occupation bars outside volunteers and employees from the premises, so only members of the household engage in the business, and clients or customers are prohibited from visiting for any reason. Under § 18.760.060.B, a Type II home occupation allows only one outside volunteer or employee who is not a member of the household, and up to 6 daily customers or clients. Customers and clients are prohibited from visiting the business between the hours of 10 p.m. and 8 a.m.

Deliveries are capped separately. Section 18.760.050.B limits deliveries to the residence by suppliers to 3 per week. Additional parking is not required for a home occupation (§ 18.760.050.H), so the traffic limits do the work that a parking requirement would do elsewhere.

For a Type II permit, § 18.760.070 lets the approval authority impose conditions, including further limiting the hours, days, place and manner of operation, designating the size, number, location and design of vehicle access points, requiring street right-of-way to be free at all times of vehicles parked in association with the home occupation, and limiting the type and number of vehicles or equipment parked or stored on the site.

Neighbors have a complaint route. Under § 18.760.080.A, complaints originate from the City of Tigard or the public, and complaints from the public must clearly state the objection, such as generation of excessive traffic or exclusive use of on-street parking spaces. After reviewing a complaint the Director can approve the use as it exists, revoke the permit, or compel measures to ensure compatibility with the neighborhood.
