Westminster prohibits on-site signage and advertising for home-based businesses, including signs on vehicles. Advertisements in any media โ including the Internet and telephone directories โ may not give the home's street address, and no advertising intended to attract customers to the dwelling is allowed. These rules are part of the operational standards in Municipal Code section 17.400.075.
Westminster's home-based business standards strictly limit advertising so that the residential character of the neighborhood is preserved. Under the operational standards of Municipal Code section 17.400.075, no on-site signage or advertising of the home-based business is permitted, including vehicle signs. Advertisements displayed in any media โ including, but not limited to, the Internet and telephone directories โ may not give the street address of the home-based business location. No advertising intended to attract customers to the dwelling is permitted. The intent is that a home business operates invisibly from the street: there should be no indication from the exterior that a business is being conducted, no commercial vehicle lettering parked at the residence to advertise the business, and no listing that directs the public to come to the home. This is more restrictive than the City's general sign rules in Chapter 17.330, which govern commercial and other signs; for home-based businesses the baseline is essentially zero on-site advertising. The signage prohibition works together with the broader home-business standards that bar customer and employee traffic and deliveries, reinforcing that the use must remain incidental to residential living. Cottage food operations and family day care homes, which are protected by state law, may still be subject to reasonable local signage limits but cannot be banned outright. Operators with questions about what is allowed should contact the Planning Division at (714) 548-3247.
Posting a home-business sign, using advertising that lists the home's street address, or lettering a vehicle to advertise the business can result in code enforcement action and may jeopardize the home-based business zoning clearance permit and business license.
