Baldwin Park allows home occupations in residential zones if they stay clearly secondary to living there. The use regulations in 153.120.270 set the boundaries: '(A) No display or storage of goods, wares, merchandise or stock in trade shall be maintained on the premises'; '(B) No one other than persons residing on the lot where the home occupation is located may be regularly employed in such occupation'; '(C) No equipment ... that emits dust, fumes, noise or odor, which could interfere with the peaceful use and enjoyment of adjacent properties is permitted'; '(D) Not more than 150 square feet of floor space of the dwelling shall be devoted to the home occupation'; '(E) No appreciable increase of traffic, pedestrian or vehicular shall result from such occupation'; and '(F) No sign not otherwise permitted in the zone in which the occupation is located shall be used.' In short, the activity must remain incidental and invisible from the street, with no employees coming to the house and no commercial signage. These standards apply on top of the City's general residential development standards in 153.040. Home occupations are the City's mechanism that lets it honor state mandates - California's Cottage Food Act and family day care laws - while still controlling neighborhood impacts within the limits state law allows.
Operating a home business outside these limits - employing outside workers, storing stock on site, exceeding 150 square feet, generating extra traffic, or posting prohibited signs - is a zoning violation enforceable by the Planning Division and Code Enforcement, and a non-compliant home occupation can be ordered to cease.
