Development Code § 14.03.03E.2 treats a home business as strictly secondary: the carrying on of any business within the home must be clearly incidental and secondary to the principal residential use and requires a zoning clearance before it can begin. The floor-area cap is exact: the occupation must be carried on wholly within the principal structure and garage and cannot occupy more than 25% of their combined floor area. Customer contact is tightly bounded, limited to no more than 1 business caller or visitor at a time and no more than 1 visitor per hour, with all customer contact restricted to the hours of 7:00 a.m. through 7:00 p.m.; on-street parking tied to the home occupation is barred outright, and no home occupation may function as a dispatch headquarters where employees report to be sent elsewhere.

The code then lists twelve specific uses barred outright as home occupations, including ambulance services, automotive/ATV/boat/electronics repair or detailing, beauty salons and barber shops, cabinet shops, pesticide applicators, large appliance repair, medical or dental offices, pet grooming, mobile-operator repair services, restaurants, multi-vehicle taxi service, and veterinary uses. Any use not on that prohibited list still requires the Zoning Administrator to make a determination of zoning compliance, and that decision can be appealed to the Board of Adjustment under § 14.05.03O.
