031(2) of the Medford Municipal Code sets the criteria the City reviews before endorsing a home-based business license, separate from vacation rentals covered in subsection (3). Business activities must be restricted to the interior of the dwelling unit or an enclosed accessory structure, with an exception only for licensed outdoor child care programs, per subsection (2)(a). Outdoor storage of trailers, inventory, supplies, or equipment that is visible from the public right-of-way or adjacent properties is prohibited under (2)(b), again except for licensed outdoor child care.

Subsection (2)(c) bars storing flammable liquids, fireworks, explosives, ammunition, gunpowder, or any hazardous materials as defined by the Oregon Fire Code on the residential premises. Subsection (2)(d) requires that only persons who lawfully reside in the dwelling may conduct the business there, and (2)(e) prohibits using the site as a location for employees to assemble, meaning off-site staff cannot report to the home. Subsection (2)(g) additionally bars repair, reconditioning, dismantling, or storage of motorized vehicles, boats, recreational vehicles, or large equipment on the premises. A home-based business selling firearms is reviewed for compliance with these same criteria before a decision is issued, and home-based child care operations, including certified outdoor programs, must separately hold a license from the Oregon Department of Early Learning and Care under subsection (2)(h). 015.
