Medford, OR Animal Ordinances: Veterinary Clinic Zoning (2026)

814 of the Medford Code, titled Animal Hospitals and Veterinary Clinics, sets a direct siting standard: a veterinary clinic or animal hospital may not be located within 100 feet of a lot in any residential district unless all of its activities occur fully enclosed inside a building. If the operator cannot keep everything indoors, the 100-foot setback from residential land applies regardless, and the applicant must also demonstrate that adequate measures and controls will be taken to prevent offensive noise and odor from reaching neighboring property.

The section separately and absolutely bars incineration of refuse on the premises, closing off on-site disposal of animal waste or medical byproducts by burning. 813 covering kennels, canine daycares, riding academies and public stables, which use similar 200-foot residential setbacks and require odor, dust, noise and drainage to be mitigated to avoid a nuisance, hazard or health problem. 814 conditions the setback on full enclosure, a veterinary practice that wants to locate closer than 100 feet to a residential lot must design its facility so no examination, boarding, surgical, or waste-handling activity takes place outside, and it still carries the burden of proving adequate odor and noise control to the approving authority during site plan review.
