" But subsection (6)(b) carves out a specific exemption: storage of trailered items and recreational vehicles at single-family residences does not have to meet that paving requirement, so a homeowner can keep a boat trailer or RV parked on gravel, dirt or an unpaved side yard without triggering the parking-lot surfacing rule that applies to other vehicle areas on the lot. Residential development can also drop the concrete standard to a four-inch minimum thickness under subsection (6)(a) for whatever paved areas are required. 345(2) governs how long a motor home, motor truck, truck trailer, manufactured dwelling or manufactured structure can sit on the public right-of-way: no more than 24 consecutive hours in one location, with "within one location" defined to include the entire parking area in front of any premises.

That right-of-way limit is enforced by the Medford Police Department, separate from the Planning Department's site-development paving exemption for private driveways. Together the two sections mean the city regulates where an RV or boat trailer can sit longest (private property, unpaved is fine) versus how long it can occupy the curb in front of a house (24 hours max).
