Because Ramsey County is fully incorporated, land-use zoning is set by each city (St. Paul, Roseville, Maplewood, White Bear Lake, Shoreview) under Minn. Stat. ch. 462, not by the county. St. Paul's home-occupation standards (Legislative Code, Title VIII zoning) allow only small offices, service establishments or homecrafts accessory to a dwelling, with limited by-appointment retailing. A home occupation may not be a general retail, wholesale, manufacturing or licensed food-service business, and must be conducted wholly within the main building — not in a detached garage or accessory building.
