Sacramento County Zoning Code Title 22 permits home occupations by right in residential zones subject to standards: the business must be conducted entirely within the dwelling or a permitted accessory structure; only residents of the home may be employees on-site (no non-resident employees); not more than 25 percent of the floor area may be used for the business; no storage of hazardous materials; no outdoor storage; and no traffic, noise, or emissions detectable off-site. Certain businesses (auto repair, kennels, commercial food processing, adult businesses) are excluded. A home occupation permit or business license from the county is required. Microenterprise Home Kitchen Operations (MEHKO) under AB 626 are permitted pursuant to separate health permitting if the county opts in.
