Home occupations are allowed as an accessory use in Rowlett's residential districts under Development Code subchapter 77-303D. The business must stay inside the dwelling or accessory building, use no more than 20% of the floor area or 500 square feet (whichever is less), and cause no detectable off-site impacts.
Rowlett's Development Code (Chapter 77) lists home occupations as an accessory use permitted by right in residential zoning districts, subject to the use-specific standards in subchapter 77-303D. The core size limit requires the business or service to be located within the dwelling or an associated accessory building and not exceed 20 percent of the combined floor area of the structures or 500 square feet, whichever is less. The principal person providing the service must reside in the dwelling, and the operation may employ no more than one person who does not reside on the premises. For neighborhood compatibility, the home occupation must cause no change in the external appearance of buildings; no wholesale or retail sales of goods may occur on the premises; and there may be no outdoor display or storage of goods associated with the business. Critically, the home occupation must not create traffic or parking congestion, noise, vibration, odor, glare, fumes, or electrical/communications interference detectable by the normal senses off the premises. Vehicles tied to the business are limited (no more than one commercial vehicle with commercial signage/tool boxes/ladders, nothing larger than one ton). The City's economic development office confirms home-based businesses must be registered with the City.
Exceeding the 20%/500-sq-ft floor area, employing more than one non-resident, conducting on-site retail sales, outdoor storage, or generating off-site noise, odor, traffic or parking congestion violates the home occupation standards and the zoning ordinance.
