Section 13.11.040(C) of the Taylorsville City Code requires every home occupation to hold a home occupation business license issued under Title 5, Business Licenses and Regulations, before operating, and it limits any dwelling unit to no more than two home occupations at once. The Director of Community Development is the default approval authority, but can refer an application to the Planning Commission under the nonadministrative conditional use procedure in Chapter 13.33 when it is unusually complex or raises unique neighborhood impacts, triggering a public hearing noticed under Section 13.35.090.

Operationally, the business must stay clearly incidental to residential use: no more than 50 percent of a dwelling unit's total floor area can go toward the occupation, the home's exterior cannot be modified to promote the business, and no merchandise, equipment, or supplies may be stored outside or visible from outside the dwelling, with explosive or combustible materials barred outright. Deliveries must come by parcel or letter carrier only, and unless the decision-making authority authorizes otherwise, operations are barred before 6:00 a.m. or after 8:00 p.m.

Licenses are non-transferable to another person or location, require the property owner's written consent, and remain subject to review any time the city receives a substantiated complaint.
