Vineland, NJ Home Business: Zoning & Home Occupation Permits (2026)

Article XV of Vineland's Land Use chapter, § 425-305L, sets the zoning framework for any home occupation in the city. The section opens by stating that a home occupation shall be permitted in the specified zones only if the following standards are met, then lists six numbered conditions. First, no more than 25% of the total square footage of the residence may be devoted to the occupation, keeping the use secondary to the residential character of the dwelling, consistent with the code's HOME OCCUPATION definition of an activity that is clearly secondary to the use of the dwelling as a residence and employs no more than two people besides the occupant.

The remaining standards address signage (a two-square-foot identification sign maximum), parking (two screened visitor spaces), deliveries (no articulated vehicles), retail sales (none permitted on site) and nuisance control (no objectionable odors, fumes, dirt, vibration or noise). Before starting, the property owner needs a zoning permit from the Zoning Officer under § 425-307A, filed with a fee under the chapter's fee schedule; the Zoning Officer determines whether the proposed home occupation complies with these standards before issuing the permit, which is valid for six months under § 425-309D. Any deviation from these standards, rather than an outright bar, would require Zoning Board of Adjustment relief.
