150 prohibits camping, and erecting a campsite, tent, or shelter, on any city-owned property, defining "camp" broadly to include sleeping or preparing to sleep, erecting shelter, unattended storage of belongings, using a fire or flame device for cooking outside designated areas, or digging to improve a shelter, whether or not a full night is actually spent there. "City property" under subsection (D) covers public alleyways, parking lots, streets, rights-of-way, park playgrounds, landscaped areas, open spaces, sidewalks, curbs, and gutters, but excludes city-owned property leased or permitted for another party's exclusive use.

Subsection (E) separately bans storing personal property, including camp facilities and paraphernalia, on city property. Before removing belongings, the enforcement officer must post a Notice to Vacate giving at least 48 hours' notice, stating the property's location, the date and time of posting, an advisement that storage violates the section, the date removal will begin, that the city will hold impounded items for at least 30 days at no charge before discarding unclaimed items, and contact information for retrieving the property and for homeless services.

Items of apparent value of $50 or more, personal papers, medical equipment, bicycles, and undamaged tents must be collected and stored, while items posing an immediate health or safety risk, such as sharps, chemicals, waste-soiled bedding, moldy items, or vermin-infested belongings, may be discarded immediately without the 30-day hold, as can evidence of a crime or contraband.
