Cedar Park, TX Homelessness & Encampment Rules: Encampment Sanitation (2026)

Article 8.10, adopted in 2012, makes it unlawful to camp in any public area within city limits -- streets, rights-of-way, parks, parking lots, and similar public spaces. "Camp" is defined broadly to include pitching a tent, laying out bedding, parking a vehicle overnight for apparent occupancy, storing belongings, or digging, whenever it appears the person is using the area for living accommodation; merely falling asleep in public does not count. The only defenses are camping in a city-designated area or with the landowner's permission, and a narrow interstate-traveler exception (resting under 4 hours, not intoxicated, en route to a destination outside Williamson/Travis and contiguous counties).
