10, adopted by Ord. No. 24-08 in September 2024, prohibits camping on a public place, storing unattended personal property (including tents, sleeping bags, and cooking gear) in a public place, and using a car, trailer, camper, RV, or mobile home as a dwelling to camp on public property between sunset and sunrise. The same ban extends to private property where camping was not authorized by the owner or has become a nuisance despite authorization. Nobody may be cited unless an enforcement officer, defined to include code enforcement staff, the building official, or a Riverside County Sheriff deputy, has already notified them that the conduct violates the chapter.

Before removing property, Sec. 050 requires the officer to tag and date the location with a 48-hour notice; unattended items still present after that window may be removed, though an immediate health or safety threat allows removal without prior notice. Under Sec. 060, removed personal effects (medication, eyeglasses, usable tents, non-verminous bedding and clothing) must be inventoried, containerized, and stored by the city for 60 days, with a posted notice giving a phone number and retrieval location; unclaimed effects after 60 days may be disposed of, while other seized property is deemed abandoned and may be destroyed immediately under Sec. 070.
