(a)Obstruction of movement in public ways. No person, after having been notified by a law enforcement officer that he or she is in violation of the prohibition in this section, shall sit or lie down upon a public sidewalk or sidewalk curb, or upon a blanket, chair, stool, or any other object placed upon a public sidewalk.

08's "Conduct on Public Property" section require a warning first: a citation can only follow after a law enforcement officer has already notified the person that their conduct violates the section. Subsection (a) bars obstructing "the flow of pedestrian or vehicular traffic" in a public way by standing, sitting, lying, or leaving equipment or personal property in the path, whether done alone or with others. Subsection (b) separately targets sitting or lying down on a public sidewalk or sidewalk curb, or on a blanket, chair, stool, or other object placed on one.

An infraction fined not more than $100.00 for a first violation, not more than $200.00 for a second within a year, and not more than $500.00 for each further violation within a year, under Section 8.08.030(c); a citation for sitting, lying, or obstructing traffic can only issue after a prior officer warning under Section 8.08.020(a)-(b).
