When Mesa identifies an unsanctioned encampment on a park, wash bank, or right-of-way, the Off The Streets program leads a multi-day engagement before any cleanup. Outreach workers offer connections to Community Bridges, Save the Family, and other Maricopa Association of Governments Continuum of Care providers. Notice of cleanup is posted at the site at least seventy-two hours in advance. During cleanup, personal property is tagged and stored, while perishables and hazardous waste are discarded. Mesa Public Works coordinates with Mesa Police, Mesa Fire and Medical, and Maricopa County environmental health for biohazard disposal under state public-health rules.
