A person cannot accumulate or leave rubbish, trash, garbage or debris, unsanitary or hazardous materials, or animal or human urine or feces. A campsite is limited to a spatial footprint of 12 feet by 12 feet, or 144 square feet, and must be 20 feet from another campsite, except on the lawn of the public works property.

Subsection F prohibits leaving or maintaining camp materials on any city property or right-of-way, except materials a person is actively moving or has on their person, or on the Public Works lawn during the allowed hours. Under subsection E the City Manager, in consultation with the Chief of Police, can suspend enforcement for up to 30 days when necessary for public health or safety, renewable in increments of 30 days. Chapter 7.80 does not print a notice period or storage procedure for removed camp materials.

Section 7.80.040 makes a violation punishable as a Class 3 civil infraction, a citation in lieu of arrest for criminal trespass in the second degree, or an arrest for that offense. A civil infraction or citation can come with an exclusion order of up to 60 days, and an arrest with an exclusion of not more than 180 days. Under § 1.16.640 a Class 3 infraction carries a penalty not to exceed $50 per day.
