Tustin, CA Homelessness & Encampment Rules: Encampment Sanitation (2026)

Chapter 6 of Article 7 states its purpose in Sec. 7600: Tustin's public streets and public areas should stay readily accessible and available to residents and the public at large, and camping or storing personal property there interferes with everyone else's use of those spaces. Sec. 7601 defines the terms broadly. Camp covers pitching or occupying camp facilities, living temporarily outdoors, or using camp paraphernalia; camp facilities reaches tents, huts or temporary shelters; camp paraphernalia includes tarpaulins, cots, beds, blankets, sleeping bags, hammocks and non-city cooking equipment; public area sweeps in any public street, building, grounds, lot, parcel, park, plaza or parking lot open to the public; and store means putting aside, accumulating or leaving property in a location.

Sec. 7602 then sets the actual prohibition: unless otherwise permitted, no person may maintain, erect or permit the erection of a hut, shanty, tent or tarpaulin on a public street or public area; camp, occupy camp facilities or use camp paraphernalia there; or store personal property, including camp facilities and paraphernalia, there. The chapter does not spell out a separate storage-and-cleanup procedure for property left behind; it is written as a straight prohibition enforced through the citation process, with Sec. 7603 pointing enforcement to the City's general penalty section, Sec. 1121.
