27's Article 5 (Nuisance Related Activities), makes it unlawful for a person to stand or sit idly in or upon any street or sidewalk in a manner that hinders or obstructs the passage of persons passing along the same. The same section separately prohibits standing in or at the entrance of or approach to any church, hall, theater, public place, or public assemblage in a manner that obstructs that entrance or approach. 503 (Breach of peace), which bars disorderly tumult or lewd language in a public place.

All of these Article 5 nuisance provisions were adopted by Ordinance 14-02, effective March 5, 2014, and none carries a numeric distance or time standard, the violation turns on whether the sitting or standing actually hinders passage or blocks an entrance. Enforcement is through the Police Department, which can cite or arrest for a violation of this section as a misdemeanor under the general penalty provisions of Chapter 2 of Title 1, or the City can pursue abatement where the conduct rises to a nuisance under Chapters 28 and 29 of Title 5.
