510 makes it unlawful to sleep or camp in or on any public right-of-way, including streets, alleys, roadways, medians, or irrigation canal embankments; in or on any public park, trail, or public facility grounds; or on any unimproved private lot or private, commercial, or industrial property without the owner's permission and compliance with the City's zoning ordinance. "Camp" is defined broadly to include tents, tarpaulins, or temporary shelters, sleeping bags, cots, beds, or hammocks, park benches or recreation equipment used for sleeping, and any parked vehicle including a car, bus, truck, camper, trailer, or RV used for that purpose.

only in areas the City has set aside for it; a camp established to lodge, reside, remain overnight, or stay more than one consecutive day is not "recreational camping" and loses the exemption. Under subsection (d), any camp violating the section is declared a public nuisance, and the Chief of Police or a designee who determines the camp is an immediate threat to health, safety, or welfare, including to the campers themselves, is authorized to remove it; if people are occupying the camp, police must first warn them they are in violation and give them an opportunity to remove the camp before it is cleared.
