Under Sec. 130.01(B), once a police officer has issued a warning or a "no loitering" sign is posted, it becomes unlawful to loiter, stand, sit, or lie on a public or quasi-public sidewalk, street, curb, crosswalk, walkway, mall, or public-use portion of private property in a way that unreasonably hinders pedestrian or vehicle passage. Blocking a building entrance open to the public is also barred. The section sits alongside a broader loitering-under-suspicious-circumstances offense and lets officers give a person a chance to explain before any arrest or citation.
