Escondido Municipal Code § 17-5, adopted by Ordinance No. " The same subsection separately bars any number of people from congregating in a way that obstructs or interferes with free movement of persons or vehicles on a public street or any other public place. A companion clause, section 17-5(b), prohibits "abusive solicitation" as defined at Escondido Municipal Code section 18-107 on the same sidewalks, walkways and passageways. Subsection (c) adds a distinct traffic-island and median rule: it is unlawful to stop or remain on a painted or raised median except while waiting to cross at the next pedestrian signal, or when traffic has cleared in the absence of a signal; workers performing maintenance, surveying, construction, landscaping, law enforcement or emergency response are exempted from that clause.

" A related but separate provision, section 17-6, makes it unlawful to stand, sit, or otherwise use a crosswalk, street, or other public property so as to obstruct the entrance of a public building, a narrower rule aimed at building doorways rather than general sidewalk use. Enforcement rests with the Escondido Police Department, which may cite or arrest for the misdemeanor offense; because it carries misdemeanor rather than infraction status, a conviction can bring county jail time in addition to a fine, unlike the chapter's infraction-level nuisance offenses.
