Texarkana, TX Homelessness & Encampment Rules: Sit-Lie Rules (2026)

Texarkana's general offenses code makes it unlawful to sleep on any sidewalk, street, alley, or public place or thoroughfare within the city, and bars sleeping on private property belonging to someone else unless that owner has given permission. The rule sits in Chapter 28, Article I ('In General'), next to the city's loitering and parking-lot congregation ordinances, part of a cluster of public-space conduct rules. Because Sec. 28-11 doesn't set its own fine, the code's general penalty provision applies: violation is a misdemeanor punishable by a fine of up to $500, with each day of a continuing violation counted as a separate offense.
